Its an ornament...
It's just an ornament. There are no elastic pieces to put around your baby's arms, just a string to gang it up. My string was also dirty. It's also really small, was small for my sixth month old.

Cute idea however it takes forever! Also came to me dirty! Who wants to put something dirty on their newborn! After sanitation the pics turned out ok but they are pretty stiff and irritated her quickly :(
