I would like to use this as a baby monitor and specifically want to be able to speak through my iphone and into my baby's room.  Is this possible?

Yes, but when you turn on this feature, you cannot hear sound from the room where the camera is placed.  I believe it works the same with video baby monitors though.

is the hd resolution worth the extra $$? is it noticeably different?

I have 2 of these so far and I would easily rate them a 4.  They are not perfect by any means but I can certainly see what I need to see from any place a I have internet access.

You've mashed two terms together. IR Cut and IR Filter are two different technologies. IR Filter is a lens that helps to keep the image from getting washed out by too much light. On systems employing an IR Filter, you will generally hear an audible snap or pop when you turn off the lights, this is the lens being rotated into place. IR Cut is a method by which several images are taken at varying degrees of exposure and then cut and pasted together by the onboard image software to provide a crisp image formed by the best exposure level for each given region of the image. IR Cut is similar to red-eye reduction on digital cameras where the flash will pulse multiple times and the camera will grab several images while the flash is on, off, and in various stages of rising and/or falling and then stitch the multiple images into one image.IR Cut technology is superior to IR Filter technology.
